Review of S008 and S009 cabling regulations

Communications Alliance is seeking comments from interested parties on the AS/CA S008:2010 Requirements for customer cabling products and AS/CA S009:2013 Installation requirements for customer cabling (Wiring rules) Standards, as part of its periodic review of its publications.

Review of S008 and S009 cabling regulations

AS/CA S008 applies to cabling products, including cable and related customer equipment, intended for connection to the customer side of the boundary of a telecommunications network.

AS/CA S009 applies to the installation and maintenance of fixed or concealed cabling or equipment that is connected to a telecommunications network, including cord/cordage that is connected as fixed or concealed cabling.

This review is primarily focused on AS/CA S008, but due to its relationship to AS/CA S009 as the installation Standard of these products, AS/CA S009 has also been added to the review in the eventuality that changes to AS/CA S008 may impact on the requirements of AS/CA S009.

The following areas have been suggested (but not restricted to) for review as various issues have been brought to the attention of Communications Alliance since AS/CA S008 was last published:

  • Fire rating of cables - to support the installation of cables within fire compartments within different building types as specified in the ABCB National Construction Code (NCC). The review may include how cable types are defined (ref to ISO 1716 Reaction to fire tests for products Standard and the European Union cable’s ‘Reaction to Fire’ classes).
  • Specification of requirements for telecommunications cabling carrying remote power.
  • Safety requirements for fusion-splicing in intrinsically safe areas.
  • Compatibility requirements for 6-position (RJ11) modular plugs with 8-position 8-contact (RJ45) modular sockets.
  • Alignment with Parts 1 & 2 of the AS/NZS IEC 60825.1 optical fibre safety Standard.
  • Performance of travelling cables supporting applications within lifts.
  • Whether pre-terminated optical fibre cables are considered to be and are to meet the requirements of cords.
  • The addition of a new grade of polyamide PA10.12 nylon material to the AS 1049.1 Telecommunications Cables – Insulation, sheath and jacket Part 1 – Materials Standard.

The aims of the review are to identify:

  • Any existing issues with the Standards;
  • Whether any process improvement is required, from operational experience in dealing with the Standards;
  • Any gaps in the Standards;
  • Clarifications that improve requirements;
  • Whether the Standards is meeting the needs of industry and the community satisfactorily; and
  • Expected impact of technology changes.

All submissions are due by 5 pm AEST on Thursday 14 JULY 2016. Submissions received will be made publicly available on the Communications Alliance website unless the submitter requests otherwise.
