Compliance and audits

Published: 30 July 2013 Category: Industry News

Every year the Electrical Safety Office engages with businesses and organisations, workplaces and domestic properties to help improve electrical safety. The table below is a snap shot of the audit program across Queensland.

Compliance and audits

Audit project
Electrical contractors
Contractors must work in an electrically safe way. This audit checks:
  • the currency of a contractor's licence
  • the availability of competency records
  • the implementation of safe systems of work such as live work processes, safe working around electrical parts, appropriate supervision for apprentices and providing certificates of testing and compliance
  • the suitability of testing instruments.
Employers (hotels, resorts, manufacturing workplaces)
Employers that employ electrical workers have an obligation to ensure their businesses are conducted in an electrically safe way. These audits include currency of an electrical worker's licence and whether the business has an electrical maintenance schedule in place .
Domestic safety switches (leased and non-leased premises)
These audits focus on safety by ensuring the safety switches are installed and
  • are rated at no more than 30 ma
  • are installed for a general purpose outlet.
Employers of electrical workers in the lift industry
This audit is similar to the electrical contractors audit focusing on the availability of safety systems such as:
  • safety tag and lock out procedures
  • maintenance processes for safety equipment
  • ensuring that workers have an understanding of the requirements for doing live work
  • ensuring measures are in place to comply with the Wiring Rules.
Pool installers
This audit will increase safety by ensuring pool installers:
  • understand when a pool structure requires equipotential bonding
  • engage electrical contractors to perform electrical work
Ceiling insulation installers Installers are audited to ensure:
  • they do not use metal fasteners
  • the legislation is being followed regarding installation of all types of insulation
  • onsite risk assessments and risk assessment records are kept.
Solar PV system installers
This audit is similar to the electrical contractors audit but also includes specific attention to solar PV installation methods. ESO is focusing on the 34 areas covered in this audit, which include determining if measures are in place that ensure:
  • Installations are consistent with the solar PV standard (AS/NZS 5033) and the Wiring Rules
  • joints and connections in DC cables are effective and DC polarised breakers are correctly wired
  • inverters are properly selected and installed
Second hand electrical retail outlets
These outlets will be checked for compliance with providing information about safe use of electrical items and whether items have been tested for their safe use as electrical equipment.
Decorative lighting
Retail outlets are being audited to ensure the equipment sold is suitable, without exposed wires or connections and, where appropriate, that it is suitable for use outdoors.
New electrical equipment
Retailers will be audited to ensure they have appropriate compliance markings on their products, suitable safety information is being provided for the equipment's safe use, equipment is safely designed and assembled without exposed wires or suitable for outdoor use where appropriate.
Electrical equipment repairers
Repairer's records for safe systems of work will be audited and their documentation regarding testing of repaired equipment.
